Every forecast is saved the moment it arrives, then compared against what this station actually measured when that hour came around. The figure is mean absolute error in °C — lower is better: how far out the forecast was, on average.

Columns are how far ahead the forecast was made. That split is the whole point — everyone is accurate three hours out, and the differences only appear at a day or more. Persistence is the baseline: simply "the same as it was 24 hours ago". A provider that cannot beat it is not adding anything, which is a more useful question than which one feels right.
